Cette proposition emane de l'association Eurotopia, qui prone une
construction europeenne participative, et plus particulierement de Roland
Erne, suisse allemand, actuellement en train d'ecrire une these sur les
syndicats europeens a l'Institut Universitaire de Florence. °°°
Voici comment un processus constituant peut etre mis en place par une
approche participative :
1/ L'election d'une assemblee constituante peut etre proposee par une
"initiative constitutionnelle" lancee par un groupe de citoyens. Elle
requiert les signatures de dix millions des citoyens europeens.
2a/ Soit le Parlement europeen et le Conseil acceptent la mise en place
d'un processus constituant et ils convoquent conjointement l'election d'une
assemblee constituante,
2b/ Soit ils soumettent la question de la mise en place d'un processus
constituant a un referendum europeen, requerant une double majorite des
votants et des Etats membres.
Ainsi, dans cette approche, l'initiative meme d'un processus constituant
depend uniquement des citoyens europeens, afin d'eviter soit l'octroi d'une
constitution europeenne contre les citoyens, soit un blocage du processus
constituant par des hommes / femmes politiques.

Here it is how a constituent process can be set up by a participatory
approach:
1 / The election of a constituent assembly can be proposed by a
"constitutional initiative" launched by a group of citizens. It requires
the signatures of ten million the European citizens.
2a / Or the European Parliament and the Council accept the setting up of a
constituent process and they convene the election of a constituent assembly
jointly,
2b / Or they submit the question of the setting up of a constituent process
to an European referendum, requiring a double majority of the electors and
Member states.
Thus, in this approach, the initiative of a constituent process depends
solely on the European citizens, in order to avoid either the grant of an
European constitution which is against the citizens, or a blockage of the
constituent process by men / women politicians.
