Hello friends,
My name is Khachatur Bezirjian. I was born in 1950 in Yerevan. I am
Armenian, married, father of two children.
I graduated from the Faculty of Physics of Yerevan State University in 1974.
After post-graduate studies I have Ph.D. (Molecular Biology).
I have been working in the School of Public Administration as the principal
since the day of its foundation. It was founded in 1994 as a result of close
collaboration between the Armenian Government and the TACIS programs of the
European Commission, leaded by the "Institut Regional d'Administration"of
Lille and Sodeteg (France). It is the only special educational institution
in Armenia where the pre-job and in-service trainings of civil servants are
carried out.
During two terms I was Member of Parliament (1990-1995, 1995-1999).
I was :
- a) chairman of the Delegation of the Armenian National Assembly for
relations with European Parliament (1998-1999),
- b) member of the General Committee on Human Rights and Humanitarian
Questions of the Organization for Security and Co-operation in Europe (OSCE)
Parliamentary Assembly (1997-1999),
- c) chairman of Armenian-British Parliamentary Group (1996-1999),
- d) representative of Armenia to the OSCE Committee of Senior Officials
(1993-1994),
- e) member of the Armenian Delegation in the Meetings of the OSCE Minsk
Group on Nagorno-Karabakh conflict resolution (1992-1993), etc.
I will be glad to participate in this electronic forum in the subject
"Democratic governance for Europe". I think frank discussions, which can
take place on such forums, promote mutual understanding of the peoples and
elimination of the inherited barriers.

Bonjour amis,
Mon nom est Khachatur Bezirjian. Je suis ne en 1950 a Yerevan. Je suis
armenien, marie, pere de deux enfants.
J'ai recu un diplome de la Faculte de Physique de l'Universite Yerevan de
l'Etat en 1974. Apres des etudes de troisieme cycle j'ai eu mon Doctorat.
(Biologie moleculaire).
J'ai travaille dans l'Ecole d'Administration Publique comme le directeur
depuis le jour de sa fondation. Elle a ete fonde en 1994 par suite de
collaboration proche entre le Gouvernement armenien et les programmes TACIS
de la Commission europeenne, menee par l' "Institut Regional
d'Administration" de Lille et Sodeteg (France). C'est la seule institution
de education speciale en Armenie ou le pre-travail et les stages de
formations de fonctionnaires ont lieu.
Pendant deux periodes j'etais Membre du parlement (1990-1995, 1995-1999).
J'etais:
- a) president de la Delegation de l'Assemblee Nationale armenienne pour les
relations avec le Parlement europeen (1998-1999),
- b) membre du Comite General sur les Droits de l'homme et Questions
Humanitaires de l'Organisation pour la Securite et la Cooperation en Europe
(OSCE) Assemblee Parlementaire (1997-1999),
- c) president de Groupe Parlementaire Armenien-Britannique (1996-1999),
- d) representant d'Armenie au Comite OSCE de Fonctionnaires Superieurs
(1993-1994),
- e) membre de la Delegation armenienne dans les Rencontres de l'OSCE Groupe
Minsk sur la resolution de conflits Nagorno-Karabakh (1992-1993), etc.
Je serai heureux de participer a ce forum electronique sur le theme "La
gouvernance democratique pour l'Europe". Je pense que les debats francs qui
peuvent avoir lieu sur de tels forums encouragent la comprehension mutuelle
des peuples et eliminent des barrieres heritees.
