°°° Resume : Voici les remarques que me suggere la synthese croisee :
suivant tout particulierement le forum "Travail et organisation sociale",
mes remarques partent de ce theme pour valoriser la transversalite avec les
3 autres themes. °°°
**1. Constitution europeenne **
Il faudrait affirmer plus fortement la volonte de l'Europe d'avoir un
objectif de plein emploi, car l'emploi est la forme moderne du travail avec
son environnement de droits : les normes du travail definies par
l'Organisation Internationale du Travail sont a rappeler, mais il faudrait
aller plus loin. Je suis favorable a la reconnaissance d'un revenu minimum
garanti pour ceux qui sont en dessous du seuil de pauvrete qui serait
lui-meme a definir (par region ?). Je suis par contre oppose a
l'instauration d'un nouveau droit du type allocation universelle ou revenu
d'existence qui institue unilateralement le citoyen en crediteur face a la
societe. Le revenu minimum garanti est quant a lui fonde sur le besoin de
ressources dans la societe dynamique de la destruction creatrice (cf.
Schumpeter) et de l'economie monetarisee, ou certains sont des victimes de
l'evolution et tendent a etre exclus.
** 2- Gouvernance **
On peut se demander si la politique de l'emploi doit etre promue au niveau
europeen. L'emploi depend de facteurs macro-economiques qui relevent de
l'Etat-nation avec le contexte favorable de la politique monetaire
europenne, mais cela peut bouger. La politique sociale de l'emploi ne
devrait-elle pas quant a elle se situer au niveau des regions ? Mais,
celles-ci sont-elles un lieu suffisamment fort de cohesion sociale ? Sans
doute en Allemagne, mais pas encore en France.
** 3- Politique Agricole Commune **
La revision de la Politique Agricole Commune s'impose. Faut-il centrer le
systeme des aides europeennes sur la multiplication des emplois, comme
certains le suggerent ? Je suis un peu sceptique. Il vaut mieux se centrer
sur les problemes et l'emploi sera donne par surcroit. Or les problemes,
c'est la pluri-fonctionnalite de l'agriculture et l'integration des soucis
d'ecologie et de sante humaine.
** 4- Entreprise **
La question de l'entreprise avec sa forme capitaliste ouvre le debat des
formes de participation. Laissant de cote le probleme de l'actionnariat
salarie qui peut etre considere comme secondaire, il faut renforcer le lien
du salarie a son entreprise dans une vision ou la finalite de valorisation
des ressources humaines fait partie des premieres finalites de l'entreprise
et du plus grand souci des dirigeants. A cote de l'economie capitaliste qui
represente l'essentiel des affaires, il faut soutenir toutes les formes de
libres travailleurs associes : economie cooperative, economie sociale,
economie solidaire, associations.
** 5- Libre circulation des travailleurs **
Le principe de libre circulation des travailleurs ne declenche en Europe
aucun mouvement massif contrairement aux phantasmes agites ici ou la. Par
rapport a l'exterieur de l'Europe, les choses sont differentes. Les sources
d'exode sont les pays ou sevissent la guerre civile, les desordres
politiques et ou manquent les perspectives d'avenir. Les problemes sociaux
des refugies sont a traiter comme tels independamment des considerations
d'emploi. L'important est de developper la liberte d'aller et de venir.

°°° Abstract: These are the remarks that the crossed synthesis brings to my
mind: following especially the forum "Work and social organization", my
remarks start out from this topic to get the best out of the cross-cutting
of the 3 other topics. °°°
**1. European constitution **
It would be necessary to affirm the determination of Europe more strongly to
have an objective of full employment, because the employment is the modern
form of work with its environment of rights: the norms of work defined by
the International Labor Organization have to be reminded, but it would be
necessary to go farther. I am in favor of the recognition of a minimum
income guaranteed to those that are below the poverty line that would need
itself to be defined (by region?). I am on the other hand opposed to the
institution of a new right of the universal allowance type or income of
existence that institute the citizen one-sidedly as creditor towards the
society. The guaranteed minimum income is founded on the need of resources
in the dynamic society of the creative destruction (see Schumpeter) and of
the monetary economy, where some are victims of the evolution and tend to be
excluded.
** 2 - governance **
One can wonder if the policy of the employment must be promoted at the
European level. The employment depends on macro-economic factors that are a
matter for the nation-state within the favorable context of the European
monetary policy, but it can change. Wouldn't the social policy of the
employment be located at the level of the regions? But, are these a
sufficiently strong place of social cohesion? Probably in Germany, but not
yet in France.
** 3 - Common Agriculture Policy **
The revision of the Common Agricultural Policy becomes necessary. Is it
necessary to center the system of the European aids on the multiplication of
the jobs, as some suggest it? I am a bit skeptic. It is worth to focus
better on the problems and the employment will be given by addition. However
the problems, it is the multi-functionality of agriculture and the
integration of the concerns of ecology and human health.
** 4 - Business **
The question of the business with its capitalistic form opens the discussion
of the forms of participation. Letting apart the problem of the employees
shareholding that can be considered secondary, it is necessary to reinforce
the link of employees to its business in a vision where the purpose of
fruitful exploitation of the human resources is part of the first purposes
of the business and the bigger concern of the leaders. Next to the
capitalistic economy that represents the essential of the business, it is
necessary to back up all forms of free workers association: cooperative
economy, social economy, economy of solidarity, organizations.
** 5 - Free circulation of the workers **
The principle of free circulation of the workers doesn't trigger in Europe
any massive movement contrary to the fantasies expressed here or there. With
regard to the things outside of Europe, the things are different. The
sources of exodus are the countries where the civil war rages, the political
messes and where the perspectives of future are missing. The social problems
of the refugees are to be treated as such regardless of the considerations
of employment. The important is to develop the freedom to go and to come.
