Cher(e)s ami(e)s,
C'est avec grand interet que je suis les debats sur le forum <eur-mig> qui -
si je les ai bien suivis - se concentrent jusqu'ici surtout sur une question
fondamentale : celle des droits des habitants d'origine immigree.
Tout en reconnaissant l'importance de cette question, je m'occupe
personnellement d'une autre question egalement liee au theme du forum
<eur-mig> : celle de savoir comment en Europe nous pourrons faire le passage
d'une societe multi-culturelle a une societe inter-culturelle.
Dans ce cadre j'ai mene un projet avec des travailleurs de rue d'un nombre
de quartiers urbains, ou vivent des groupes d'origine immigree variee,
autour du theme : "La vie multiculturelle de quartier : quelles ouvertures
vers l'autre ?" [vous pouvez telecharger ce document a l'adresse suivante :

Brievement, il s'agit de se poser la question si les douloureuses lecons de
l'histoire des relations entre l'Europe et les pays colonises, puis
decolonises, ne soulignent pas trop d'occasions manquees qui auraient
peut-etre permis d'etablir des relations mutuellement enrichissantes.
Maintenant que nous rencontrons "le Sud" non plus "la-bas" mais "ici" dans
nos rues, nos cafes, nos ecoles, et que les anciens colonises sont devenus
nos concitoyens, l'Europe va-t-elle repeter cette histoire ? L'Europe a
present multiculturelle, se veut-elle inter-culturelle ? Et comment, de leur
cote, des ressortissants de familles immigrees percoivent-ils leurs
identites dans cette societe europeenne, leur contribution a la societe
civile, leurs droits et responsabilites civiques ?
En fait, il est comprehensible que, pour des gens vivant le plus souvent
dans l'insecurite (emploi, logement, permis de sejour et de travail, etc.),
l'apprentissage interculturel ne constitue pas une priorite. Pourtant, il y
a lieu de se poser la question si un manque de comprehension interculturelle
ne risque pas de mener a un "apartheid" culturel, voire ethnique, spontane
qui cree ou renforce des prejuges. Ceux-ci ne sont-ils pas a la source de
tensions ou conflits ?
En plus, ne constituent-ils pas un terrain ideal des manipulations
politiques ? S'il y en a parmi vous qui ont des experiences sur ce terrain,
nous pourrions peut-etre aussi discuter sur <eur-mig> a partir de ce
creneau-ci.

Dear Friends,
It is with a lot of interest that I follow the discussions on the forum
<eur-mig> which - if I followed it well - concentrate hitherto especially on
a fundamental question: the one of the rights of the original inhabitants
immigrant.
While recognizing the importance of this question, I take care personally of
another question also linked to the topic of the forum <eur-mig>: the one to
know how we will be able to go from a multi-cultural society in Europe to a
cross-cultural society.
In this framework, I lead a project with street workers in several urban
districts, where some groups of immigrant of different origins live, around
the topic: "The multicultural life of district: what openings toward the

Briefly, it is about asking the question if the painful lessons of the
history of the relations between Europe and the colonized countries,
decolonized now, don't highlight too many unsuccessful opportunities that
would perhaps have enabled to establish mutually rewarding relations. Now
that we meet "the South" not "over there" but "here" in our streets, our
coffees, our schools, and that the former colonized became our fellow
citizens, does Europe go there to repeat this history? Europe is now
multicultural, does it wish to itself to be cross-cultural? And how, of
their side, nationals of immigrant families perceive their identities in
this European society, their contribution to the civil society, their rights
and civic responsibilities?
In fact, it is understandable that, for people living the most often in the
insecurity (employment, housing, residence permit and working, etc.), the
intercultural learning doesn't constitute a priority. Yet, there are reasons
to ask the question if a lack of intercultural understanding doesn't risk to
conduct to a "cultural apartheid", or even ethnic, spontaneous that creates
or reinforce some prejudices. These are not at the source of tensions or
conflicts?
Furthermore, don't they constitute an ideal field for the political
manipulation? If there is some among you that have some experiences on this
field, we could perhaps discuss also on <eur-mig> from this gap.
