les sols, je vous propose d'approfondir en parallele la question de l'eau. °°°
L'eau est l'essence de la vie. C'est aussi une ressource irremplacable. Sa
degradation et sa rarete entrainent des risques serieux pour
l'environnement, l'economie, la sante, et constituent, comme au
Proche-Orient, un facteur de conflits.
L'eau, c'est a la fois des enjeux ecologiques, economiques et culturels.
Une gestion durable des ressources en eau doit prendre en compte tous ces
aspects.
La question de l'eau est donc une question politique au sens ou elle engage
la necessite du partage de cette ressource et ou elle doit se decider en
fonction d'enjeux, d'instances et d'imperatifs parfois divergents, voire
contradictoires.
Le groupe qui travaille, au sein de l'Alliance, sur les questions de l'eau,
a deja formule quelques questions :
* L'eau a-t-elle un prix ?
* Comment arreter ou reduire les gaspillages ?
* Comment construire des alliances et des partenariats pour ameliorer la
gestion, la protection de l'eau ?
* Comment epargner l'eau pour les generations futures ?
* Comment la science peut-elle etre mise au service des besoins en eau de
l'humanite ?
Ses premieres propositions sont :
* De favoriser et de multiplier les etudes de cas et d'adopter un point de
vue de terrain et d'encourager l'echange et la capitalisation d'experiences.
* De privilegier l'echelle regionale et la dimension "bassin versant" pour
surmonter les fractionnements administratifs et politiques, et encourager
la participation des communautes en redigeant une Convention Internationale
de l'Eau privilegiant cette dimension bassin versant.
* De creer une Cour Internationale de l'Eau pour promouvoir le droit de
tous a avoir acces a l'eau.

soils, I propose you to study thoroughly in parallel the question of water. °°°
Water is the essence of life. It is also an irreplaceable resource. Its
deterioration and its scarcity entail serious risks for the environment,
the economy, health, and constitute, like in the Near East, a factor of
conflicts.
Water, is therefore simultaneously an ecological, economic and cultural
challenges. A sustainable management of resources in water must take in
account all these aspects.
The question of water is therefore a political question in the sense where
it undertakes the need of the sharing of this resource and where it must
sometimes be decided according to challenges, bodies and imperatives
sometimes divergent, or even contradictory.
The group that works, within the Alliance, on the questions of water, has
already formulates a few questions:
* Does water have a price?
* How to stop or to reduce wastes?
* How to build Alliances and partnerships to improve the management, the
protection of water?
* How to save water for the future generations?
* How the science can be put at the service of the needs in water of
humankind?
Their first proposals are:
* To encourage and to multiply the case studies and to adopt a point of
view from the field and to encourage the exchange and the capitalization of
experiences.
* To privilege the regional scale and the dimension " pouring basin" to
overcome the administrative and political divisions, and to encourage the
participation of the communities while writing an International Convention
of water privileging this dimension of basin pouring.
* To create an International Court of water to promote the right of all to
have access to water.

suelos, le propongo de detenerse en paralelo sobre la cuestion de agua. °°°
Agua es la esencia de vida. Tambien es un recurso irreemplazable. Su
deterioracion y rareza vinculan riesgos serios para el medio ambiente, el
economia, salud, y constituye, como en el Cercano Oriente, un factor de
conflictos.
Agua, es simultaneamente desafios ecologicos, economicos y culturales. Una
gestion sostenible de recursos en agua debe tomar en cuenta todos estos
aspectos.
La cuestion de agua es por consiguiente una cuestion politica al sentido de
que emprende la necesidad del compartir este recurso y de que a veces debe
decidir segun desafios, cuerpos e imperativos divergente, o incluso
contradictorio.
El grupo que trabaja, dentro del Alianza, sobre el cuestiones de agua,
tiene ya formulado unas cuestiones:
* Agua tiene un precio?
* Como detener o reducir despilfarro ?
* Como construir Alianzas y cooperaciones para mejorar el gestion, el
proteccion de agua?
* Como ahorrar agua para el futuras generaciones?
* Como el ciencia puede ponerse al servicio del necesidades en agua de la
humanidad?
Las primeras propuestas son:
* Animar y multiplicar los estudios de caso y adoptar un punto de vista del
terreno y animar intercambio y capitalizacion de experiencias.
* Para privilegiar el escala regional y el dimension "cuenca vertiente"
para superar los fraccionamientos administrativo y politico, y para animar
el participacion del comunidades mientras escribiendo una Convencion
International de agua que privilegia este dimension “cuenca vertiente”.
* Crear un Tribunal International de agua para promover el derecho de todos
a tener acceso a agua.
