The second meeting of CARDICIS project will be realized in Dominican
Republic from the 5th to the 7th of December, with the renewed support of
Agence de la Francophonie.

During the first meeting in St. Lucia, in September 2004, 46 people
from the ICT4D field (78% of civil society and 22% of international
organisations) thought about the importance of the "cultural and
linguistic diversity" factor for the construction of the Caribbean
Information Society (see details in http://cardicis.org).

The objective of this second meeting is to capitalize the first
results and to create specific strategies and action plans to affect,
from the same perspective, the ICT4D projects in course or in plans
in the Caribbean. Specifically, this meeting will partner with
CARISNET project (http://carisnet.org) to strengthen CIVIC as a
multistakeholder articulation platform in the field of ICT4D.

Additionally, the project opens up at this stage to the subject of
the possible role of the diaspora and narrows bows with the
continental Caribbean; at the same time it tries to integrate
relevant global inputs (such as the Convention on cultural diversity,
already adopted, and the World Summit on Information Society to
be celebrated previously).

In coherence with this approach, 75% of the civil society people
who were present in the first meeting would be invited with the
individual criterion of the level of participation and the group
criterion of the balance between country, languages and gender,
leaving the space for 25% of new invitees.

The invitation will be extended to all the international organisations
having projects in this field in our region trying to increase the
participation and the institutional commitment.

In the weeks previous to the meeting we are going to conduce an
ample survey, by means of a questionnaire to participants of the
first meeting, to analyze impacts and to collect the vision of the
group to lead this new meeting. Although no formal conduction of
discussion in this list is anticipated in preparation of the meeting,
the channel is open to start the socialization process about this
next meeting, in any aspect which could motivate the CARDICIS group.

This note formally opens the process towards CARDICIS2 meeting and
is going to be immediately followed by first direct contacts to
quickly determine the final list of participants in order to
initiate the logistic process.
