Culture impacts on technology use as well. If the culture is one of
sharing and collaboration, then even if you give everyone a computer,
they will work together anyway. Had this at uni all the time - with
400 workstations, there were always groups working together clustered
around one machine, and many unused machines.
I think that Sandra's point is not one that is well made. I didn't say
this on DDN, though, but a lot of times we get ppl from the "North"
making determinations like this - why not give the ppl the computers
and let then decide how they are going to use them??? If they want to
give one to every person or have a community pool - that's their
decision. Don't say - oh - we have to give one for every 10 people
cause that's what I THINK their culture is - maybe the culture is one
of sharing cause they don't have enough? Maybe they'd prefer to have
one for everyone, but cause they don't have enough electricity or
refrigerators or stoves or computers or school books they HAVE HAD to
share?
