The year 2006 was one period particularly calm for CARDICIS.

A discrete yet in depth work of enhancing of the Web site (form and
translations) was completed with remaining contract CARDICIS2 of the
Francophonie and, in complement, with the support of Union Latina,
which offered the translations and revisions in French and Spanish.

On the other hand, the community appeared by its discretion and the
wiki post meeting was not active, thus letting fall down the promises
of the second meeting.

I know that the topic remains priority for most of you
and that with a constant animation the strong potential which is there
could and can be still mobilized.

However, there is a lesson which I draw from the experiment of several
communities in situations comparable with CARDICIS. The champions are
tired: one time is finishing.

It is not possible any more to hope only on the force of will
and solidarity of some virtual heroes to animate energies, to
concentrate them towards concrete objectives and to overcome the
obstacles. That was operating mode of the actions onm ICT4D
during the 20 last years. It reached its limits and Funredes did
draw the conclusions which becoming a Think Tank, i.e. by giving up
the project management; while integrating APC which remains an effective
machine of project management and an organization which knew to pass
the course of a change which needed strong organizing and
search for budget capacities.

Today, it is necessary to accept that CARDICIS will remain a real
pretty work of sensitizing on the topic of linguistic
diversity in the virtual Caribbean and nothing more...

Or, other budgets will be found and they will have imperatively
to be directed towards concrete and carrying change actions , with
other entities able to carry projects towards their succesful terms.

2007 will say to us.

PD: In FUNREDES opinion our region circumstancesare such that it would
be wise, while keeping the strategical bottom line towards integration,
to strengthen, in the ICT4D field, francophone and hispanophone components
within the region, so they could reach a critical mass which would pave the
road to a real integration process.
