La reunión-atelier CARDICIS (http://cardicis.org) s'est déroulée à St Lucie
du 30/8/2004 au 1/9/2004 avec la participation des personnes mentionnées à
http://cardicis.org/index2.htm?lan=es&pg=m5. Cette réunion s'est réalisée
grâce à l'appui de l'Agence Intergouvernementale de la Francophonie
(http://agence.francophonie.org) et a été organisée par l'Association
Réseaux & Développement (FUNREDES -http://funredes.org), accompagnée par
l'Union Latine (http://unilat.org) et la Fondation Acceso
(http://acceso.or.cr). La réunion a reçu les apports, pour la gestion des
langues, de l'universités Quisqueya de Haïti, l'université APEC de la
République Dominicaine (http://apec.edu.do), du Ministère de l'Education de
St Lucie (http://www.education.gov.lc/) et du Sir Arthur Lewis Community
College (http://www.salcc.edu.lc/).

El objetivo del taller CARDICIS era de reunir a actores/actrices claves de
la sociedad civil del Caribe especializados/as en el campo de las TICpD,
así como de organismos internacionales particularmente interesados (ademas
de la AIF y la Unión Latina, participaron personas de AEC, ICA/IDRC, OECS,
PNUD, UNESCO y Unión Europea) a fin de reflexionar sobre la importancia del
factor "diversidad cultural y lingüística" en la elaboración de soluciones
regionales que permitan alcanzar una visión integral del Caribe y de
establecer juntos estrategias para tratar este problema.

The workshop allows the participants to overcome the mental barreers to
open the path towards the Caribbean integration in the perspective of the
Caribbean Information Society (Shared Knowledge Society - Sociedad de los
saberes compartidos - Société des savoirs partagés) and to reach consensus
for the following strategical recommandations:

1. To advocate increased support for civil society organizations´ efforts
in the construction of multicultural Caribbean information societies. The
advocacy for increased funds and greater accessibility is to be directed at
governments, international cooperation agencies, civil society and private
sector.

2. Estimular y apoyar a nuestros gobiernos en el diseño e implementación de
mecanismos e instrumentos efectivos para la organización, planificación y
uso de las TIC para el desarrollo, a través del aporte de expert@s locales.

3. Créer un conseil caribéen des cultures avec appui de l'UNESCO qui
s’appuie sur l’utilisation des TIC.

4. Promote the creation and strengthening of intermediation within the
framework of the MDG for the Caribbean, with ICTs as a dynamic
cross-cutting perspective.

5. Develop base line studies on Caribbean ICT4D that collect (quantitative
and qualitative) information, and conduct analyses about the multicultural
and multilingual realities of the Caribbean. Strengthen existing and
planned clearinghouses and observatories which use and provide open content.

6. Promouvoir un cadre législatif, régulateur, harmonisé pour les TIC au
niveau de la région pour une meilleure convergence.

7. Construir una red de organizaciones, individuos e instituciones de la
sociedad civil, apoyada por las TIC y dirigida por una de las
organizaciones existentes u otra nueva creada a partir de la reagrupación
de las existentes, para tales fines.

8. Actively promote “consciousness-raising”, lobbying and education to
help Caribbean peoples including our governments understand and respond
to the importance and potential of ICT4D through media, popular culture,
Internet fiesta, ICC World Cup 2007, Fete de la Rose etc.
