Thanks for your endorsement, I sent a long explanation of where I am going
to be focusing my energies in the next 12 months and the Internet Governance
issue within WSIS is not one of them.
As a point on tactics, given that the Caribbean has not been very active in
the Civil Society space (or any space) in WSIS, getting any nomination
accepted is going to take an enormous amount of persuasion and lobbying, so
we might want to think about that as we add more names to the list.
I also think that we should separate the discussion on the content we might
want to get on the table of the Internet Governance debate from the actions
needed to ensure effective Caribbean representation on the table. There is
an issue of sequencing in the strategy and tactics that we use. If we use
up all our energy and time now debating from the fringes what should or
should not be on the table, we may not ever be able to claim a seat.
Daniel and others who have been active in the LAC Caucus may have more
insight into just how difficult it will be to have Schiller's name accepted
through that line. I propose tackling the challenge from multiple sides --
i.e. directly to the Internet Governance caucus and the Kummer working group
itself. I will put some time and energy into the lobbying necessary through
those avenues.
Once Shiller's nomination is accepted by this group and the "case for his
nomination" presented to CIVIC we should also have a united approach in our
discussions (no matter how informal) on why we believe the Caribbean
deserves a seat at the table in the second phase of WSIS.
