The CARDICIS workshop (Wényon-atélyé Caraďbes Diversidad Cultural and
Information Society - http://cardicis.org) took place in St Lucia between
30th August and 1st September. The participants are listed on the web page

The event took place thanks to the support of AIF (Agence
Intergouvernementale de la Francophonie http://agence.francophonie.org) and
was organised by the Network for Research and Development (Funredes -
http://funredes.org), with the Union Latine (http://unilat.org) and
Fundación Acceso (http://acceso.or.cr).
With regard to the interpreting and translation services that were provided
for the conference, it is necessary to thank l’Universite Quisqueya in
Haiti, la Universidad APEC in the Dominican Republic (http://apec.edu.do),
Saint Lucia’s Ministry of Education (http://www.education.gov.lc/) and the
Sir Arthur Lewis Community College (http://www.salcc.edu.lc/) also in
St.Lucia.
The objective of the CARDICIS workshop was to bring together the key actors
in civil society in the Caribbean, who specialise in the area of
information and communication technologies for development (ICT4D), with
representatives of those international organisations which have a
particular interest in this issue. Also in attendance were the AIF and the
Union Latine, and representatives of the following organisations--- the
Association of Caribbean States (ACS), the Institute for Connectivity of
the Americas/International Center of Research for Development (ICA/IDRC),
the Organisation of East Caribbean States (OECS), the United Nations
Development Programme (UNPD), the United Nations Educational, Scientific
and Cultural Organisation (UNESCO), and the European Union (EU). The
workshop considered the importance of the “cultural and linguistic
diversity” factor in the working out of regional solutions for an
integrated vision for the Caribbean, as well as to establish common stra
tegies to address these problems.
The workshop allowed the participants to overcome mental barriers and open
the path towards Caribbean integration with regard to the Caribbean
Information Society (Shared Knowledge Society - Sociedad de Saberes
Compartidos - Société des savoirs partagés), and to reach consensus on the
following strategic recommendations:
1. To advocate increased support for civil society organizations´ efforts
in the construction of multicultural Caribbean information societies. The
advocacy for increased funds and greater accessibility is to be directed at
governments, international cooperation agencies, civil society and the
private sector.
2. To encourage and support our governments in the design and
implementation of effective mechanisms and tools for the organisation,
planning and use of ICTs with the help and support of local expertise.
3. To create a Caribbean cultural council that would advocate the use of
ICTs and that would have the support of UNESCO.
4. To promote the creation and strengthening of intermediation within the
framework of the millennium development goals (MDG) for the Caribbean, with
ICTs as a dynamic cross-cultural perspective.
5. To develop base line studies on Caribbean ICT4D that collect
(quantitative and qualitative) information, and conduct analyses about the
multicultural and multilingual realities of the Caribbean. Strengthen
existing and planned clearinghouses and observatories which use and provide
open content.
6. To promote the establishment of reinforced relations with the MDG for
the Caribbean, taking ICT into consideration in a dynamic transverse
perspective. Promote the creation of a harmonious regulatory legal
framework for ICT at a regional level, to encourage greater agreement.
7. In realising these objectives to construct a network of organisations of
persons and institutions of civil society, supported by ICT, and led either
by one of the existing organisations or by a new organisation formed by the
regrouping of existing organisations.
8. To promote actively an awareness, influenced and exercised by pedagogy,
to help the peoples of the Caribbean and their governments to understand
and to act in the face of the importance and the potential of ICT4D across
media and culture, on the basis of popular activities occurring everywhere
in the region, like the Internet Fiesta, the Cricket World Cup ICC 2007, or
Fet la Woz.
Funredes will provide the opportunity for a “virtual” discussion with the
objective of establishing a specific plan of action to undertake these
tasks as well as to organise their distribution.
