Our Work On The Haitian Network


This page was first realized in 1997, to inform about the events linked to the Haitian Internet top level domain (.HT). The process was affected by a serious situation which implications go beyond Haiti since they relate to the non accountable and transparent process of the Internet Society agency (IANA). Part of the information of this page serves as mirror to the site of the Haitian Network for Research and Development ( REHRED).

The events did not stopped in 1997 and the new situation related to the Internet in Haiti justify to let open the page.

CONATEL closes the first Haitian ISP (ACN)
and leaves 80% of users without connection.

Chronology of the last evolutions of the matter:

  • 16/11/99: The US-AID officially informes that the American support to CONATEL would be cut as long as the ACN matter was not appropriately solved.
  • 17/11/99: The judge of summary procedures declares himself to be incompetent.
  • 24/11/99: Some ACN customers send the amount of the fine demanded by CONATEL to ACN (but later CONATEL declares the amount is not sufficient)
  • 1/12/99: The American Senator Bill Graham meets Mr Aristide and Mr Préval in Haiti as well as the manager of ACN
  • 7/12/99: The Haitian Minister of Justice offers himself as a mediator.
  • 8/12/99: The Haitian Prime Minister pronounces himself in favor of a releasing of the situation
  • 13/12/99: Meeting of the different parties with the Minister of Justice
  • 27/12/99: "Everything is up and going. We are still running some checks on the equipment," an official with Alpha Communications Network (ACN) told Reuters. An accord, mediated by the Justice Minister Camille Leblanc, was reached late last week. "The accusations of fraud weighed very heavily on us, and we were determined that this be brought to light. The main charge against us of international traffic has been dropped," Francois Benoit, director general of ACN, said after the agreement was reached.

JUIN 1999

Haitian partners, under leadership of RDDH,
try to settle down Haiti top level domain situation.

RDDH organizes a meeting in Port au Prince, June 2nd 1999, inviting all players for the management of .HT to try to find an agreement to get out from the deadlock produced by IANA decision back in 1997.

It is interesting to see that, while IANA reform keep on its difficult path, Haitian partners managed to set up a resolution plan to solve the situation described further in that page.

A document can be downloaded (RTF, 132 K) which was used by FUNREDES for the task of moderating the meeting and trying to create the basis for consensual agreement.

The IANA decison to take over, with no rational,
from ACN and REHRED the responsibility of Haiti Top Level Domain.
