Our Work On Methodology: REDALC

This methodology, called "the REDALC methodology" (because it's one of the products of the REDALC study) treats about the problem of creating and developing telecommunication networks for investigation particulary in the context of development countries. You can find infos in the publication "Creating investigational networks in developing countries: not the same story" and in the shorter version "REDALC Methodology", 1993.

Principal:

• give the organizational and institutional aspects more priority than the pure technical ones,
• Propose federal strategies (academical sector, ONG's, investigation organisations joined to the government, cooperation agencies) and and cooperative strategies, in plural and transparent processes
• to concentrate on the importance of integration in the process of the end users and their formation and/or capacitation (teach knowledgement)
• pretend to be a helping guide for the negotiation with telecommunication operators
• Has been setd in action during the birth and development of the National Networks of Peru, Dominican Republic, and Haiti
• the investigation of the social economic impacts of the new information technologies, of the topic based information and its administration of the end users has been extended. This has gone so far to realize a user interface.
