Report on Caribbean Rights Mission Nov, 6th to Nov, 10th Barbados Nov, 22th, 1994 Santo Domingo, Dominican Republic AUTHORS Daniel Pimienta, Head, Networks & Development Foundation, FUNREDES Pablo Liendo, Regional Executive Officer, Networks & Development Foundation, FUNREDES BACKGROUND On Jun, 26th 1994 Aida Maria Noval, HURIDOCS/Mexico, informally contacted Daniel Pimienta (ANNEX 1). She informed him that HURIDOCS wanted for some Human Rights organizations within the Caribbean to get trained in networking. She asked for references about people able to deliver short training courses on that subject. Daniel Pimienta offered FUNREDES as a potential candidate to do so. Afterwards, he was contacted by Bert Verstrappen, HURIDOCS/Geneva, to whom various emails had been exchanged after they met in Brussels last June. The original idea was to train people from various Caribbean Rights affiliates (Bahamas, Barbados, Belize, Haiti, Jamaica, St. Vincent and Grenadines, Surinam and Trinidad). An agreement was reached by the two parties. Then, direct contacts were made via fax with Wendy Singh, Coordinator of Caribbean Rights, in order to organize the various missions. An agenda was set up and a program scheduled. The following issues came along during this process: - the need to insure also some desktop publishing training, - the relative importance of the network installation prior to training. From its experience and knowledge of the state of the networks in the region, FUNREDES pointed out that the mission in each country would probably be largely consumed in organizing the actual access to the appropriate national network. Also, FUNREDES warned that its own staff was not specifically competent in desktop publishing, suggesting for the trainees to use state-of-the- art text processing software rather than sophisticated desktop publishing packages. Few days before the start of the program, for various reasons most of the affiliates stepped back and declined the mission. It was finally decided to go ahead with the first mission in Barbados (Daniel Pimienta and Pablo Liendo would come together), where some decisions will be taken to face the other affiliates situation and for the planning of the whole strategy. The main mail exchanges of that preparation step are enclosed in ANNEX 1 (Preparation Stage). A similar mission, this time to Haiti, is scheduled for the end of November 94. Its report is due. The following report refers specifically to the Barbados mission. EXECUTIVE SUMMARY Pablo Liendo and Daniel Pimienta spent 3 and 4 days in Barbados respectively, in order to assist and train the Caribbean Rights staff there, in the use of electronic mail. The team split in two allowing for a parallel effort of network installation and training. Prior to the visit, Mr. Robert Williams, responsible for the network in the University of West Indies, UWI, was previously contacted in order to start the process of installation of an access to the national node of the CUNET research network. In parallel, the local commercial network was also tried. The local research network provides a valid option for e-mail, which is cost oriented (Caribbean Rights will be billed only. The prorate of their telephone line connection to the University of Puerto Rico, which amounts to 1 US$ for each 32 kchar approx. However, it lacks the badly needed user support infrastructure and may represent a bottleneck during the busy hours. The node at the UWI uses a single line both for user-to-node connection and for node-to- node connection (via a Puerto Rico node which serves as gateway to the Internet). For this reason, as a back-up solution, we recommend for them to use a subscription to the commercial service which appears to be fairly priced, offers a variety of data services and provides full Internet connectivity. As for the training, the two secretaries jointly received a full course and responded quite well. Unfortunately, the time for the hands-on was not as much as the trainees would expected, due to the difficulties encountered for the setting up stage. No specific action was made for desktop publishing. Instead, the software configuration of their PCs were complemented with appropriate applications. Some participative discussions were held on the impact of the telematic tools upon the global organization of the office. Some financial aspects of the operation were also addressed. Some problems related to the electrical protection of equipments and data back-up procedures were diagnosed and some of their feasible solutions were discussed. Globally, the objectives were reached. It is expected to maintain some complementary distance support and training for a while. As for the global strategy of the training program, FUNREDES made some recommendations which were accepted by the management of Caribbean Rights: - To go ahead with the mission in Haiti. - Remotely, trying to help the solving of the major part of the connectivity problems for the other affiliates (using a combined top-down and bottom-up action, in relation with the networking people, and using the presence of FUNREDES in the field as a pushing factor from the network side). - To check the situation after a prudential time and to schedule a centralized training effort for all the affiliates (after local missions for connectivity wherever it would appear necessary). We have already formally thanked Mr. Robert Williams, UWI, for his wiliness to help with the solving of the connectivity problems (see ANNEX 4). LOCAL NETWORKING SITUATION Withing its campus the University of West Indies, UWI, runs a node (UUCP based), acting as the Barbadian counterpart of the CUNET Project (Organization of American States). This node is basically a microcomputer loaded with the software WAFFLE, capable of serving as mailbox for a number of users. This node can be accessed remotely by a dial-up call at a speed of up to 9600 bps. It uses the same Port and MODEM to call a node "UPR2" in Puerto Rico, in order to send and receive electronic messages. Phone calls to Puerto Rico are made on a scheduled fashion, six times a day. So far, the user remote connection is based on terminal emulation, meaning that the messages are keyed in and stored in the node, leaving the local PC to act as a dumb terminal. Mr. Williams is planing to install a version of the software that gives local capabilities to the remote user. Hopefuly this will reduce the bottleneck at the node side and will allow a better message handling at the remote user side. The current level of remote user support is not organized, since most of them are located within the campus site, close to the computer. There are plans for migration toward a full Internet node as part of a wide area network, linking the three campuses of UWI (Jamaica, Trinidad and Barbados) by optical fiber. In this scenario, the UWI will grant access to the NGOs, since this is considered an institutional commitment announced by the University. The Barbados Telecommunication operator provides a commercial service which includes full Internet funtionality. Its user interface is good, the variety of services is notable and its pricing is fair. A drawback is the impossibility to run local interface, making a little cumbersome the interaction. However, plans exist to support POP server and SLIP clients which means that common shareware or even freeware could be installed at the customer side, hence allowing the best user interface in the market. SETTING UP THE CONNECTIVITY At the Human Rights office the Windows terminal emulation software ("Terminal") was configured and used to get the connection to the mailbox previously defined as: CARIGHTS@UWICHILL.EDU.BB. Two types of problems emerged: - the typed characters appeared in upper case, with no determined rational - it was impossible to get through the logon procedure, due to some misconfiguration at the UWI node. After several trials it was decided to substitute the above mentioned "Terminal" by the "Procomm Plus" software. Also, a different User Id was solicited (CARIGHT, with no "s"), hoping to overcome the problem. It worked. Testing included sending and receiving several messages, subscription to several Electronic Conferences and some message exchanging with the commercial system while testing the later. Both the use of Procomm and the use of the UWI software were explained and handed to the trainees who finally felt easy with it. A summary user guide was made for both interface. Both software have limitations. Emphasis was put on the use of the logging and printing facilities of Procomm and some exercises played in order to get the trainees easy in the manipulation of the log file (for which a daily based naming convention was suggested). The strategy agreed to implement the import/export function was to ask the commercial provider to fully configure and tune it for its service. We are not sure about the file transferring protocol fully operational at the UWI node. This is to be checked with the technical administrator. TRAINING The training was delivered following the plan indicated in ANNEX 2. Unfortunatelly, the difficulties encountered in relation to the connectivity setting up, limited the hands on sessions. Nevertheless it was partialy compensated by off line demonstrations, using a protable computer brought by Daniel Pimienta and using his own mailings. A variety of documents were handed out to allow further readings. It is considered as part of the training to continue remotely with some exercises (in particular the use of encryption and codification software). The receptivity of the trainees has been excellent, thanks to some remaining impact of a previous training effort. Large part has been dedicated to methodological aspects and to the global impact of network in the organizational and human processes. Obviously, a constant effort has been made to orient the examples, the analogies and the documentation left in function of the field of Human Rights (which is quite easy in networking). Globally, FUNREDES considers the mission objective has been satisfactory reached. It is required proceed with immediate usage to better capitalize the training. GENERAL SUPPORT FOR COMPUTING In order to facilitate the general process and the setting up of an appropriate environment for desktop publishing, the trainers helped installing various software: - Word for Windows: a text processor with enough facilities to handle simple desktop publishing - LapLink: a mechanism to directly transfer files between two microcomputers - Procommm Plus: a general purpose communication software - PKZIP/PKUNZIP: standard utility for compacting and encrypting - UUENCODE/UUDECODE: standard utility for codifying non-ASCII files. MANAGEMENT, FINANCIAL AND ORGANIZATION MATTERS Cost of CUNET: The charge is of 2 US$ per minute of connection (price of international phone call from Barbados to Puerto Rico). The connection is made at 9600 bps which implies a cost of 1 $ for a little more than 32,000 characters. The connection to Puerto Rico is dialed at 6:30am, 10:00am, 12:30am, 3:00pm, 4:30pm and 11:00pm. GLOBAL STRATEGY FOR THE PROGRAM It was decided to phone call each of the Human Rights affiliated sites, to collect the basic information about their local environment and to supply them with some national contact point for setting a network connection (see ANNEX 3 for the collected data). A letter was signed by Wendy Singh giving FUNREDES a mandate for helping to solve the problem. The affiliates are supposed to try getting the connectivity solved in their side (bottom-up). Remotely, FUNREDES will contact the corresponding network administrators and try to push them to help in getting it solved (top-down). In case of difficulties, FUNREDES will try to get support from the promoter of the CUNET Project (OAS). FUNREDES suggested that if during this first stage the connectivity problems are solved, then a centralized training effort would be both more affordable and more efficient. A checkpoint should be made by the end of the first trimester of 1995. CONCLUSION No evaluation has been made formally from the institution side. From the FUNREDES point of view, we did expected the various problems faced to solve the connectivity problem, and our global evaluation is largely positive. The fact that two people were present from our organization made it possible to manage in parallel the training part and the connectivity part. En el segundo caso, te adelanto que este tipo de actividad cave muy bien en lo que pretende desarrollar la Fundacion Redes y Desarrollo y que tenemos tres personas capaz de proveer este servicio con, ademas, la adecuada sensibilidad con el tema que los ocupa. Again, November is the best time for Funredes in term of availability. I suggest we will offer a precise planning after we get all the paramaters settled down and reach a mutual agreement. As for Senaida Jansen, she should be available in november unless the Haitian national network project (for which she is the project leader) would have its next phase started (it depends of so many factors that it is hard to forecast...). Anyway, we could share the activities between our staff, depending on the place and the availability. That formula offer more flexibility and could even allow some level of parallelism to the job, if required. Also depending of the level of required technical support for each location we could select one or the other person. This makes the game a little more complicate. 2) The Haiti mission will have Senaida Jansen and myself there for the last week of october (to be confirmed). This, at the countrary, makes it easier (although situation there is not prone for good planing...). -From the begenning we consider having different people go to the different places, in function of the constraints. If that is accepted as an assumption, one should then consider some level of paralelism in the missions (makes the whole effort shorter and would allow some possibilities of e-mail exchanges and coordination between the places trained in paralel). Based on all the data of the pictures, I come with this first iteration proposal which should be checked with airlines constraints now: Senaida Jansen (SJ) is in Santo Domingo Daniel Pimienta (DP) is in Santo Domigo Pablo Liendo (PL) is in Caracas Yacine Khelladi (YK) is in Santo Domingo and can act as back-up to SJ in case she must deal urgently with the Haitian situation. October last week: SJ and DP go to Haiti for a FUNREDES mission to restartthe national network. We invite your people to the scheduled presentations and integrate them to the national effort. Furthermore we will give (at least) a full-day dedicated to them for training. Suggested deal: You contribute to the two trips (ticket around 150US$) and we take care of all other expenses. November 1-4: PL go to Santo Domingo to train DP, SJ and YK as trainer in basic DTP. The group get organized for the training materials and methods. Suggested deal: You contribute to the round trip: (around 250US$) and we take care of all other expenses. 6-11: PL and DP go to Barbados for the briefing and the first training effort. Return must be insured for PL and DP for friday evening (11) 6-11: SJ go to Jamaica. She maintains e-mail connection with Barbados. 12-19: SJ go to Surinam.
