We received what you mean to be your last statement on the Haitian TLD file.
In that communication you are standing on the following position:

1. You (IANA) decide to ignore all the points we (REHRED) made which show you
have not respected any known and documented procedures.

2. You held the file of the TLD HT, with HINTELFOCUS (a commercial entity)
as manager, instead of REHRED (a non for profit and multisectorial organization).

3. You are creating a precedent stating that the TLD manager designation
responds only to government recommandations, and contradicting Internic/IANA rules
(especialy RFC 1591).

4. You took the decision to redelagate the TLD HT to an entity which was not 
specifically mentioned in the government's fax (HINTELFOCUS) and
misinterpreted the words of a government's request which did not required the redelegation of the TLD HT.

REHRED is maintaining the same position: 
Prior to any further action, IANA has to cancel the change of the Haitian TLD, 
since we registered following normal and documented Internet rules, 
while the change is made on no clear grounds.

However, we have collected a new evidence on this file which could allow us to
better understand what really happened. We have been copied of a message sent by  IANA to 
Focus Data while we were the TLD manager:

Richard,

The Haiti TLD has been delegated to REHRED and ACN, which I guess are sharing the ownership 
until a national consortium is set up.  There is not much we can do since they have the backing 
of the government.  In all reality, the government decides who gets the delegation.  
You should contact REHRED or ACN to see how you can be involved in the process.

In what information did IANA stated that REHRED and ACN "have the backing of
the government"? The answer to that simple question is a key piece of information for 
this file, so we kindly insist that you provide us with that answer.

You will probably understand that we reserve our rights for further action, 
if we cannnot find a satisfactory reaction from you.
