The following is only a draft proposal for the open statement of the
listserv. Please feel free to modify or to offer a different proposal
if you prefer so.
DRAFT:
The purpose of this listserv is to allow an open discussion of the
present and future of non commercial Caribbean Networks and their
respective user's communities. It is expected that the discussion
go beyond the actual diagnostic and address the key issues for the
future, such as:
-impact of commercial Internet,
-relationship with telecom operators,
-networks and regional integration,
-funding of networks,
-user policies for the growth of networks,
-cultural, social, economical and political impact of networks.
The listserv creation is consecutive to the spontaneous development of an on-line discussion on the question of the number of active users in Research and NGO networks of the Caribbean. The reading of the exchanges of this online discussion and of the documents which preceded it may be useful to understand the context of the actual listserv discussion.
The starting note, which is annexed, refers to the preceding documents, which can both be obtained by FTPMAIL.
The chronological exchanges previous to the creation of the listserv are accesible in the gopher.......(LARRY WILL COMPLETE) and can be obtained by FTPMAIL.
This listserv is open to any person interested in the subject. People from the Caribbean (in particular, active users of the research and NGOs networks) are especially invited to participate.
The main language is english; however, contributions in other Caribbean languages (spanish or french) are welcomed.

I am writing a report on Cuba and am trying to put it in a Caribbean perspective, but am confused by what seem to be conflicting documents on Randy Bush's gopher.
The first is:
gopher://rip.psg.com/0R26740-40227-/networks/connect/caribbean by [email protected], which states that: "The addition of new UUCP nodes in Belize, Guyana, St. Vincent and Trinidad has driven user levels well above the two thousand (2,000) mark."
Then in gopher://rip.psg.com/0R0-24217-/networks/connect/caribbean, Daniel makes very differnt estimates based on assumptions of traffic per user and CUnet traffic figures.
