<Any mailer which can deliver to such addresses is in violation of RFC1123 <section 5.2.16, and hence is not on the internet per se. This is perfectly correct and unfortunate. Nothing to be pride of for REDID and his tecnical supporting partners.

Now, there is 148 human beings from the research and NGO community of Dominican Rep. making use of communication to and from the Internet thanks to this unperfect (and unorthodox) tool (which is btw under migration towards standard Internet protocoles and facilities).
