For me, the vocabulary of this message and the opposing perspectives it
presents create a very interesting topic for discussion

"Impact" suggests something which is imposed, "appropriation" speaks to
acceptance.
Currently at the College where I teach there is a heated debate in progress
about the use of information technology in the classroom.
The basic issue appears to be "access" but
