Agreeing with Sam, I just will say this:
in developed countries (whatever country is)
when a new important investment will be done, the
main think to do is pilot experiences!
If these experiences demonstrate more advantages
than inconveniences, then authorities take a decision.
Similar way is used in big companies.
Why not in Argentina? Why not in Brazil or in any other
"candidate country before spreading OLPC?
Why promoters of this imitative do not propose
some preliminary experiences? They cannot run
for years...
Otherwise, these countries are taken
a simple "guinea-pig"

Many teachers work as in Middle Age:
as IN-Formation, put it into children
(as recipient!) when what we need is
Formation! More even if you have ICT
knocking brains and classroom every time!
But How to clean teacher's brain?
They are formed to do like this!
Laptop and ICT have at least this positive point:
act as disruption!
