Governance and Organizational Structure
The governance structure of infoDev includes the Donors' Committee, the
Technical Advisory Panel (TAP), and the Program Manager. Within the World
Bank, the overall responsibility for infoDev lies with the Vice President,
Finance and Private Sector Development (FPDVP) who convenes and chairs the
Donors' Committee, and appoints the TAP members and the Program Manager.

Program Manager
The Program Manager is a senior official of the World Bank who,under the
guidance of the FPDVP or his designee, supervises infoDev activities. The
Program Manager delegates as necessary responsibilities for program
development, supervision and administration.

Funding
The funding of activities performed or promoted by infoDev requires a
well-coordinated partnership involving the World Bank Group, other
multilateral institutions, bilateral donors and the private sector, and the
agreement and active cooperation of governments of recipient countries.

The World Bank contributes salaries and benefits of staff managing the
program and involved in infoDev activities, a portion of secretarial
services and indirect costs such as communications and equipment, office
space, and the direct cost of the annual meeting of the Donors' Committee.

Financial contributions to infoDev's "core fund" are made in cash in freely
convertible currencies and are untied. Resources comprising the core fund
are freely usable in accordance with the infoDev Work Program and financial
plan. However, subject to conformity to the Work Program and approval by the
Program Manager, a public donor may elect that part of its contribution be
applied in several countries, with a thematic or regional focus. Thematic
contributions may not be made to the core fund and will comprise a separate
trust fund. Contributions from private donors are accepted only to the core
fund.

A contribution of $250,000 or more to the "core" fund entitles a private
donor to separate representation at Donors' Meetings. Smaller contributions
will be accepted, but will not carry the right to participation in Donors'
Meetings.

Each donor will enter into a Trust Fund agreement with the World Bank
following clearance by the Trust Fund Administrator and the Legal Department
of the Bank.

Budget Guidelines
The infoDev budget is prepared and implemented in compliance with World Bank
accounting principles and forms part of the financial plan submitted to each
annual meet ing of the Donors' Committee. Budgets for the full duration of
individual activities are prepared by task managers, and approved by the
Program Manager. Each budget shows the full cost of carrying out the
activity, including salaries, benefits, consultants' fees, and travels.

The infoDev fiscal year runs from July 1 to June 30 to coincide with the
Bank's fiscal year.

Resources and Intellectual Property
Hiring of consulting services and procurement of equipment is initiated by
task managers, and implemented in accordance with the World Bank's
Guidelines on the "Use of Consultants by World Bank Borrowers and by The
World Bank as Executing Agency" and on "Procurement under IBRD Loans and IDA
Credits."

Intellectual property in any product developed by infoDev will be retained
by the World Bank for the benefit of infoDev. The Bank will endeavor to
exploit any such intellectual property rights in order to further the
objectives of infoDev.

infoDev Core Grant Program
March 11, 2002 -- infoDev's initial screening of proposals submitted to the
Core Program for the end of this fiscal year has been completed. Out of 234
proposals received, 29 proposals have been selected for further review and
possible funding by an independent panel of reviewers.

Proposals may be submitted at any time.

April 1, 2002 -- In the last round of Planning Grants for Africa, four new
countries, Morocco, Mozambique, Tanzania and Uganda were awarded infoDev
Country Gateway Planning Grants which help teams prepare a business plan for
a sustainable Country Gateway model. Congratulations to all award
recipients!

Janury 25, 2002 -- In September 2000, infoDev announced a Call for Proposals
for grants to assist groups in planning for the creation of Country Gateways
in partnership with the Development Gateway. infoDev allocated $1.8 million
for this program in FY 01 (July 2000-June 2001).

By the end of October 2001, infoDev had received 84 proposals from 54
countries and 37 proposals were awarded Country Gateway Planning Grants.
There are currently fifteen countries that have completed their planning
phase and seven of them are receiving Country Gateway Implementation Grants.

infoDev will have no additional Planning or Implementation Grants to assist
groups for the creation of Country Gateways in this fiscal year.

Country Gateway Planning Grants
What they are - Planning Grants provide seed funding for a grant recipient
to form a core Country Gateway team, to establish partnerships, to develop
key documentation including a business plan, and to build a prototype portal
site. These activities are all preparatory to launching the implementation
phase of a Country Gateway. Grant-funded activities should usually be
completed within 6-8 months of the award.

For both Planning and Implementation Grants, proponents should demonstrate
the active involvement of stakeholders from civil society, government, and
the private sector. They should link the activity clearly to development
priorities and issues within the country and indicate how the activity will
contribute to development.

Regional Gateways - This will be limited to groups which would have a clear
and formal mandate from a set of countries to create a Regional Gateway
which would in effect replace individual Country Gateways for these
countries, at least for an initial period. This might apply, for example,
for a region with a number of small countries (such as small island states).
All of the other conditions related to Country Gateways apply.

Availability of funds - infoDev has allocated up to $600,000 for Country
Gateway Planning Grants in FY 02 (July 2001-June 2002), with the maximum
size of each Planning Grant set at $100,000. Of this $600,000,
approximately $350,000 was reserved for Planning Grants for Sub-Saharan
Africa.

Submission Date - The deadline for submission of all Planning Grant
proposals from Sub-Saharan Africa was Friday, January 18, 2002. The awarded
proposals will be announced at the end of February 2002.

PARTICIPATORY IN-COUNTRY CONSULTATIONS - The Country Gateway initiative has
developed a strategy for the active development of the program in
Sub-Saharan Africa. This strategy includes:

� promoting in-country participatory fora to discuss the potential role of
information and ICTs in the country�s development, with emphasis on
information sharing and web-based interactive information exchange. This
fora would include civil society, community and grass-roots organizations,
private sector, and public sector institutions;

� encouraging cooperation and partnership among these organizations in
preparing infoDev Country Gateway grant proposals while building on existing
similar efforts.

Eligibility - Interested organizations are encouraged to contact infoDev
(email: [email protected]) for more information on country
eligibility or to discuss the status of official contacts between the World
Bank Group and local authorities with respect to infoDev-Country Gateway
grants before they submit an application.

If proposals received in either round are not of sufficient quality,
additional rounds may be announced at a future time.
If a Planning Grant proposal has been funded for a country, no further
Planning Grant proposals will be accepted for that country.

Award of a Planning Grant does not mean that the grantee, even on completion
of a successful effort, will be guaranteed any further funding from infoDev
or a formal mandate to affiliate the Country Gateway with the Development
Gateway initiative (in the context of the recently-created Development
Gateway Foundation). A separate process will be conducted by the
Development Gateway to formalize such further arrangements with the
Development Gateway initiative and the Development Gateway Foundation.
