Message related to the YOE FRANCIS SANTOS GRACIANO's one ( Qualified immigrants and knowledge society? 10/05/2000)

Note: this is the integral message, not a synthesis

 There is a contradictory process:
- on one hand, USA absolutely need 900 thousands engineers skilled in computer science and similar professions. We are creating, here, in France, a company to sell this kind of engineers;
- on another hand, American governmental agencies (supported by important companies) are looking for the teleworking development and are indicating the case of India: really skilled labor force with very low salaries (only if they stay there, in India).
I think that the first option is at a very short-term while the second one is at average or long-term. But with the quick advance of information technologies the two may finish mixed.

Greetings
