Note: this is the integral message, not a synthesis

 An open discussion (as we have done till now, and as other mailing lists do) will not lead us to anything (beyond relations between the individuals, very good).

We need to:
1) Elaborate an agenda, or map of the problematic areas
2) Establish priorities
3) Organize the discussion of each topic (in small groups?)
4) Formalize and publish results
5) Revise the agenda according to the results
6) Star a new cycle.
Concerning the 1st point, identify what is specific to the region and what is already treated at an international level to ensure an effective interaction between this groups.
In harmony with the agenda structure, or with the areas inventory, structure:
a) an information news file but not necessarily a discussion
b) a documents file where each one should put data.

Moderation note: This message has yet been sent to the list some days ago... However, the moderation makes an exception and publishes it again, but this time in its integral version. Actually, the Emec team is quite overloaded (what won't we do to avoid you the overload of information!!!) now and decided, maybe too quickly, to publish this message doing a synthesis and this was not necessary.
