ORGANIZATION AND INVITATION                                                
Consolidate the general coordination and the rest of the team work Invite and recruit regional observers                                                
PREPARATION                                                
Conceptualize and further discussion of a first draft of theoretical underpinnings of ICT policy environments in LA&C and an alternative vision for Internet and social development Streamline the agenda for discussion                                                
Collectively propose and discuss a set of indicators (Isticómetro)—in an on-going basis                                                
Train staff in the use of appropriate visual tools to facilitate on-line discussion A web interface (participatory workspace) is made available for collective learning and on-line discussion                                                
ACTION, AND DISSEMINATION                                                
Regional observers gather information and write short reports on a monthly basis                                                
Regional observers work synergistically with other actors in their regions in order to influence CSOs and better effect ICT public policy environments                                                
All collected information and further discussion goes as input to MISTICA’s clearinghouse                                                
Small face-to-face meetings of regional observers who are in close distance to each other—if possible Regional observers, supported by a larger participatory action-research, carry on different activities to promote a rational use of ICTs and effect public policy in their local settings                                                
WRAPPING-UP                                                
Regional observers prepare final reports that fully document their conclusions                                                
Documents are collectively discussed and disseminated as much as possible (in refereed journals, mainstream media, international conferences, etc.)
