The cooperation finances more and more projects that have components of NICT or that they are totally NICT. This seems to be the new emphasis of the financing. The percentage of projects that benefit with this perspective goes in growth and the other types of more traditional development projects diminish.

Although this can be important it could generate concerns because 1) it gives less priority to the development proposals that don't bear this component and that they are also pertinent, 2) it forces the proposers (the organizations) to find forms of relating (sometimes fictionally) their proposals with the NICT and finally that is the most serious thing to my approach, 3) it incentivates the idea that the development of our communities and countries rest in the use of the NICT.

As it has been discussed in the VC, the NICT are an instrument more than communication and information. As the other means, the form in that they are used is the important thing and by themselves they don't generate development.
