The observatory in action of ICTs in LA&C
countries, as a participatory action-research
network (this proposal, submitted for
funding to IDRC):
1.1 To
facilitate on-line participative collective
action:
- 1.1.1 To
design and implement on-line
methodologies, with focus on pedagogy,
that are supportive of collective
discussion and collaboration.
- 1.1.2 To
experiment with these methodologies and
reinforce the action component supportive
of a participatory and democratic virtual
environment for researchers and activists
in the field of the social impacts of ICT
(created and maintained during the first
stage of the MISTICA project).
- 1.1.3 To
have the MISTICA virtual community
involved in supporting and participating
in the following specific set of
objectives:
1.2
To set up and launch the observatory:
- 1.2.1 To
conceptualize, from different civil
society perspectives and in interaction
with the MISTICA community, an alternative
vision for ICTs in the LA&C region
that integrates both ICTs’ social
dimension and its role in the development
processes as well as the social and
cultural diversity characteristic of
LA&C countries.
- 1.2.2 To
build a series of indicators and indexes
that effectively assess the implications
of ICT policies in the region from the
perspective of social benefits and country
social development.
- 1.2.3 To
contribute to the prioritization of
regional ICT policy issues coherently with
the alternative vision built in 1.2.1.
- 1.2.4 To
articulate a network of national observers
that, using 1.2.1 and 1.2.2 products, are
able to interpret ICT policies and actions
at the country level and the way they
relate to social development.
- 1.2.5 By
combining all former ingredients listed
before, to better effect public policy at
a local level conducive of socially-minded
uses of ICTs.
- 1.2.6 To
integrate the observatory into the
process-oriented MISTICA framework aiming
at facilitate a large research-action and
collaborative network supportive of
pan-regional political initiatives.
1.3 In
parallel, to promote the awareness about the
learning dimension connected to the
action-research network and conduct adequate
training required to meet the learning needs
of the project participants (this part is
not budgeted).
- 1.3.1 To
design and deliver an adequate education
environment (mostly on-line) and provide
with training resources that are
supportive of the action-research network
collective learning.
- 1.3.2 To
promote the awareness about the learning
dimension required to effectively
incorporate a large group of people who
better effect changes in relation to ICT
public policies.
